COAG Reform Council critical of transport and infrastructure reforms


As part of the national partnership agreement to deliver a seamless national economy, all nine Australian governments have committed to transport and infrastructure reforms. The goal of these reforms is to boost the long term productivity of Australia’s economy through effective regulation of our roads, rail and sea transport systems improved access to Australia’s infrastructure facilities harmonising the safety regulation of our transport networks.
 
The COAG Reform Council’s “National Partnership Agreement to Deliver a Seamless National Economy: Report on Performance 2008–09” highlights concerns about governments’ progress on the transport and infrastructure reforms. The council recommended that COAG reassess its infrastructure and transport agenda to reinvigorate these competition reforms, and establish a more coherent set of outputs and milestones in the implementation plan.
 
Governments have not met, or have only partially met, the 2008–09 implementation plan milestones for maritime safety, transport policy, the road reform plan, and infrastructure reforms.
 
Under the National Access Regime reform, the Commonwealth has met the single 2008–09 implementation plan milestone, but the council remains concerned about the lack of progress in this area.
 
Rail safety reform
 
This reform aims to reduce the burden on rail operators in complying with a number of different rail safety regimes within and between jurisdictions, by developing a model rail safety law and regulations.
 
New South Wales, Victoria and South Australia passed the model legislation and regulations on time.
 
The council assessed that the milestone for the related National Transport Policy reforms, which includes a national rail safety regulator, was not completed and the reform continues to develop slowly.
 
Update: The council’s assessment is based on events that occurred up to 30 September 2009. On 7 December 2009, COAG agreed that the national rail safety regulator would be based in South Australia and a National Partnership to implement the national regulator would be considered in 2011.
