Election wish #1: put more freight on rail


The Australasian Railway Association (ARA) is calling for all political parties to incorporate the key recommendations of the National Rail Freight Strategy in their policy platforms.
 
“Moving more freight by road will not solve Australia’s freight supply chain issues, road congestion, safety and pollution problems.” said Bryan Nye, CEO of the ARA.
 
“Australia urgently needs an integrated multimodal freight transport system, where the right mode is used for the task at hand.
 
“The country’s freight task is set to double by 2020 and triple by 2050 from 2006 levels. It is crucial that the future Federal Government has an integrated strategy for the movement of freight. We have provided clear recommendations in this area and the critical role of rail in the solution.” said Mr Nye.
 
The ARA’s National Rail Freight Strategy primarily seeks to achieve competitive neutrality across modes and jurisdiction, and maximise performance and efficiency of the freight supply chain.
 
In order to achieve these outcomes it is essential that the following Federal actions are taken:
  • The establishment of a single land transport economic regulator: Heavy vehicles and freight rail operators compete to move Australia’s freight to local and international markets. Yet economic regulations governing road pricing and rail access charges are not consistent and favours heavy vehicles. This translates into an effective subsidisation of heavy vehicles, severely inhibiting the competitiveness of the cost effective, safer, more environmentally friendly rail option. This is a poor outcome for Australia. A single land transport economic regulator will ensure consistency of economic regulations and competitive neutrality.
  • Consolidate and rationalise regulatory requirements: There is a myriad of often overlapping and conflicting regulations governing land transportation, creating significant inefficiencies in the freight transport market. Consistent and consolidated regulations across modes and jurisdiction would ensure significant efficiency gains in the freight transport market.
  • Internalise externalities: all levels of government have identified the creation of clean, safe, sustainable and liveable communities as a key policy objective. The transport sector can help in this policy objective by accounting for, and being responsible for, its negative externalities such as environmental degradation, carbon emissions, road accidents and congestion. Transport modes, such as rail, that provide positive externalities should be actively promoted and utilised.
  • An integrated Australian land transport planning framework: Australia’s urban roads are increasingly becoming congested, significantly increasing travel times for commuters, costs for the transportation of goods and deteriorating the liveability and amenity of our neighbourhoods. The focus on urban road expansion will be of limited use, given the chronic shortage of urban land. Future transport corridors need to be identified and protected, and multi-modal freight facilities established, utilising all modes of transport to ease this chronic road congestion problem. Given the central role of land transport in moving people and freight domestically and to international markets, integrated planning is of national significance.
  • A single Australian land transport policy framework: the imperative to take account of broader government social, environmental and economic policy objectives, the need to internalise negative externalities and the recognition that freight transport extends beyond local council and state borders and is increasingly reliant on multi-modal supply chains necessitates an overarching land transport policy framework.
  • Implementation of the Henry Tax Review Recommendations: The implementation of the Henry Tax Review will be vital in ensuring Australia’s future economic and social prosperity. A considered approach to its implementation by all levels of governments will secure the full benefits of the recommendations.
Rail is crucial to Australia’s economic, social and environmental advancement. Rail is the most cost-effective mode of land transportation for bulk and long distant freight journeys. Rail is seven to nine times safer than road transportation and can be up to 10 times more fuel efficient than road transportation. Most importantly, rail is the obvious solution to congestion: 1 train takes 150 trucks off the road.
 
“If implemented, our strategy would result in a properly functioning land transport market that will encourage the most efficient and sustainable freight transport solutions for Australia,” said Mr Nye.
