Coroner calls for mandatory roll stability on dangerous goods vehicles


During a recent coronial inquest into a fuel tanker rollover that claimed four lives near Batemans Bay on the NSW south coast in late 2009, coroner Carmel Forbes found the crash was caused by the tanker travelling too fast for the road conditions.
 
In attendance at the inquest was Deborah Bridge, the sole survivor in a car that was hit by the tanker which subsequently burst into flames, taking the lives of her husband and two daughters. The 36-year-old driver of the tanker, David Carolan, also died.
 
Her voice wavering with emotion, Ms Bridge pleaded for new measures to prevent truck rollovers like the one that killed her family.
 
“This should not happen,” she implored. “I don’t want any family to have to go through what my family has to deal with on a daily and regular basis. We need to do something about this and if it means that someone has to get up here and do something about it, then I will.”
 
Delivering her findings at Batemans Bay local court, deputy state coroner Carmel Forbes said the collision was caused by the tanker taking a left bend of the Princes Highway at 100 km/h. While this is the sign-posted speed limit on that stretch of the highway, it is 15 km/h above the advisory limit for the corner.
 
“I am satisfied that the tanker was travelling at or about 100 km/h as it negotiated the curve and this was what caused it to roll over,” Forbes said.
 
She recommended electronic stability control (ESC) technology – where brakes are automatically applied if the trailer is about to roll – be made a mandatory requirement for heavy vehicles carrying dangerous goods. She also recommended the sign-posted advisory speed at the particular corner be revised for heavy vehicles.
